Aus- und Weiterbildung in der Immobilienwirtschaft

Im Rahmen der Vorbereitung für Qualifizierungsmaßnahmen von Vermittlern und Maklern habe ich mich in den vergangenen Wochen mit den Gemeinsamkeiten und Unterschieden von internationalen Immobilienverbänden beschäftigt, die auf den ersten Blick schließlich alle dem gleichen Ziel folgen, nämlich qualitative Mindeststandards ihrer Mitglieder zu gewährleisten, um Kunden zu zeigen “Hier haben Sie es mit einer Firma zu tun, die weiß was sie tut!”. Aber welches System ist nun das Vielversprechendste? Was kann man voneinander lernen? Wie kann man stärker zusammen wachsen, um besser Gemeinschaftsgeschäfte abwickeln zu können? Und am Wichtigsten: Welche Basiskompetenzen müssen dafür vermittelt werden?

Zulassung
Insbesondere innerhalb der Europäischen Union sollte man davon ausgehen können, dass mittlerweile eine rechtliche Angleichung durch EU-Recht erfolgt ist und auch die Zulassungsvoraussetzungen vergleichbar sein sollten. Dem ist aber nicht so. Erstaunlicherweise ist in dem sonst eher überregulierten Deutschland keine Basiszulassung für Immobilienvermittler nötig. Eine einfache Gewerbeanmeldung reicht aus, um die Tätigkeit auszuüben. Lediglich für die Zulassung als Makler sind Mindeststandards gesetzt worden, die den Zulassungen in anderen Ländern gleich kommt. Es muss eine Berufsausbildung oder mehrjährige berufliche Tätigkeit im Immobilien-nahen oder Immobilienbereich nachgewiesen werden. In Amerika ist vor der Zulassung eine schriftliche Prüfung abzulegen, um Basiswissen nachzuweisen. Diese Prüfung ist in zwei-jährigem Rhythmus zu erneuern, wodurch sichergestellt wird, dass sich zugelassene Vermittler und Makler in einem Mindestmaß weiterbilden. Zudem gilt die Zulassung nur in dem Staat, in dem die Prüfung abgelegt worden. In England ist sogar teilweise ein immobilien-wirtschaftliches Studium für die Zulassung erforderlich.

Berufsverbände
Zur Vereinfachung werden hier das europäische CEI (Confédération Européenne de l’Immobilier – Europäischer Verband der Immobilienmakler), CEPI (Conseil européen des Professions immobilières – Netzwerk der europäischen Immobilienberufe), der internationale FIABCI (Fédération Internationale des Professions Immobilières – Internationaler Verband der Immobilienberufe) in dem 120 Organisationen aus der ganzen Welt vertreten sind, der deutsche IVD (Immobilienverband Deutschland), die amerikanische NAR (National Association of Realtors) und das britische RICS (Royal Institution of Chartered Surveyors) verglichen.

Auf den ersten Blick fällt auf, dass alle Verbände nicht uneigennützig Wissensmonopole für sich geltend machen. Je internationaler die Ausrichtung ist, desto deutlicher wird die Lobbytätigkeit, die sich dahinter verbirgt. Die Verbände bieten auf ihren Websites eine Vielzahl an Literaturhinweisen und Weiterbildungsangeboten (eigene und fremde) an. Es gibt allerdings keine Verpflichtung der Mitglieder zur regelmäßigen Weiterbildungsmaßnahmen. Dies ist umso erstaunlicher, als das Selbstverständnis der Verbände schließlich darauf beruht Qualitätsstandards zu schaffen und permanent zu verbessern.

Fazit
Ein direkter Vergleich ist oft nicht möglich. Zwingende Weiterbildung und Weiterqualifikation ist nur in wenigen Ländern behördlich vorgegeben. Verbände schreiben es ihren Mitgliedern gar nicht vor. Grundsätzlich ist ein duales Aus- und Weiterbildungssystem, bestehend aus staatlich kontrollierter Ausbildung mit regelmäßigen Weiterbildungskontrollen auf der einen Seite und Weiterbildungsangebote von Berufsverbänden auf der anderen Seite, am Vielversprechendsten. Durch die staatliche Überprüfung werden Interessenkonflikte, die sich beinahe zwangsläufig durch eine Übertragung auf Branchenverbände ergeben müssten, vermieden, gleichzeitig erfolgt die branchen- und marktgerechte Weiterbildung innerhalb der Verbände.

Bis zu einem einheitlichen oder zumindest vergleichbaren Ausbildungs- und Zulassungsverfahren haben wir in jedem Fall noch einen weiten Weg vor uns oder „Way to go, Buddy!” wie meine anglofilen Freunde sagen würden.

Für die eigenen Bedürfnisse haben wir uns für eine kombinierte Online-/Offline-Lösung und modulares Lernen entschieden, um so besser auf die individuellen Bedürfnisse eingehen zu können und gleichzeitig eine durchgehende Lernziel- und Leistungsdokumentation zu erreichen.

Wie sehen Sie die Themen Aus-/Weiterbildung und Zulassung? Können Fehlberatungen, Fehlplanungen, falsche Markteinschätzungen und Immobilienblasen überhaupt vermieden werden, wenn sich Immobilisten im Rahmen ihrer Tätigkeit nicht mit Branchenentwicklungen und den Branchenmechanismen beschäftigen müssen?

     Thank you for you comment. It’s about the different basic requirements to get a business permission within the different countries. In some countries there aren’t any requirements given at all, in other countries you need to do an exam, others require a fulltime business eduction and so on. Overall a pretty mixed up situation so that not only customers will have problems to find qualified agents/brokers or consultants on the first sight.

    Keep a little notebook on you at all times, simply because you in no way know when an idea will pop into your head. An idea can come to you any time, such as when you’re on the train, walking via the park, or on an airplane, and you might not have anywhere to log the concept. I was once walking down the street, and saw this boy who looked so forlorn, and I took a notebook, and when I got onto the bus, I took out my notebook and began writing a back-story to the boy — why was he so upset? What happened to make him upset? From that, I got several ideas for different stories that I’m currently working on, 1 of which I’m done with, and might become a novella. If you have a notebook and pen or pencil on hand, you are always close to something where you can log everything that comes from your thoughts. Ideas can come at any time, so it’s good to be prepared for a flash of genius that will inevitably come.
